Didn't Harvey Dent feel like he was being two faced throughout the movie?

Up until that point he hadn't really done anything wrong and he genuinely seemed to be trying to clean up Gotham City. However, I think the message is that even good people have the potential to cross the line if something pushes them over the edge.
